A Vagabond without a neut will eventually result in a comedy loss mail, as it has no defenses other than drones (which are easily lost/removed) against a frigate/ceptor that gets in close and webs you. The setup listed here does need very high skills though (AWU 5 and Shield Ups 5), has 0.25 grid left over.

Not if they're orbiting you within a few km and have you webbed. You will almost never hit them.
If you aren't using a medium neutralizer, and a frigate/ceptor catches and webs you (highlighted for importance), you have absolutely no way whatsoever to kill it. Medium ACs will not track a frigate orbiting you 3-5km away going 3km/s+. 2-3 activations is more than enough to stop them MWDing (with a decent amount of cap left over) and allowing your guns to track due to the lower non-MWD transversal. I've had situations of Vagabond vs multiple interceptors and only survived because I could cap-out the interceptors webbing me one at a time and kill them off. With the extra 20-25 DPS from a HML, I would have been off to the market to buy a new ship.
A Vagabond can kill frigate-sized ships easily. A medium neut saves you when you hit that lag spike, super-fast interceptor, overloading, etc. It also helps out against opposing nano-ships.
Of course it's better to be a lemming and flame me though. I look forward to scooping your Vagabond loot when you die to a Taranis.

you wount neut a interceptor before you neut your cap. now even more so as ceptors got a boost to cap use on disruptors.
A Vagabond can run it's medium neutralizer for 3 minutes straight until it runs into cap issues (or about 15 pulses). 2 pulses will kill the MWD's of every single interceptor there is, making it's transversal drop significantly to the point where you can start hitting it at close ranges, even if it has you webbed.
Capping them out is a nice bonus, as it does happen time to time that everything they have shuts off. The purpose is to stop them MWDing so your drones can catch up (if you have any remaining, otherwise they MWD->stop->MWD-stop) against particularly fast ships and your turrets start tracking instead of missing forever.
Saying that losing 15-25dps from a HML for fitting a neutralizer (and saving your ship/adding utility) is like fitting lasers to a Vagabond is completely ignorant.
